Regression: Chromevox focus traversal is not proper in Notifications Do not disturb overlay

OS:Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Enable Chromevox from Ubertray
(2)Click on Notifications and tab to settings icon and hit Enter
(3)Now keep tabbing in Do not Disturb overlay and observe(Refer video)

Expected: Chromevox Focus traversal should be proper
Actual: Instead, It's not proper

This is a Regression issue as same is working fine in M63

NOTE: Issue is not seen on Linux and Windows.

@katie, I'm 90% sure this is just a duplicate of a similar bug you were working on, could you confirm?
