chromeos-base/run_oci should not depend on platform2 files outside of run_oci/

chromeos-base/run_oci includes following platform2 files outside of run_oci/ to compile:

- libcontainer/config.h
- libcontainer/container.h
- libcontainer/libcontainer.h

We should include the headers installed by corresponding packages instead.
