Regression:Unable to add printers manually

Chrome Version: 65.0.3287.0/10204.0.0 Kip,Daisy,Reks
OS:chrome OS

What steps will reproduce the problem?
(1)Launch chrome,go to chrome://settings/cupsPrinters page -> try to add a sample printer and Observe

Actual:Unable to add printer(even after restart also)
Expected:Should be able to add a Printer

This is a Regression issue as same is working fine in 64.0.3282.11/10176.5.0 dev channel Reks

Note:Issue is not seen in Linux,Windows OS

This was introduced in https://chromium-review.googlesource.com/c/chromium/src/+/820291.  It's being reverted.
