[Android] Focus ring is not drawing for the selected node |

Issue descriptionChrome Version: 62.0.3202.84 OS: Android 7.0/8.0 Device: Samsung Galaxy S8/Note8 Precondition: Enable Accessibility Vision from Accessibility Settings What steps will reproduce the problem? (1) open news.naver.com (2) Tap on second tab section from top menu bar (3) Tap on one of the news section, observe focus ring is correctly drawing (4) Using two finger swipe the screen to move to next tab (5) Try to tap on individual link, observe some of the link are properly getting selected, but when tapping on some other links, instead of selecting the target link, it selects the entire page. What is the expected result? Only tapped link should gets selected. What happens instead? Entire page is getting selected instead of tapped link

Tested the issue in Android and able to reproduce the issue. Similar behavior is observed since Chrome #59.0.3030.0 Steps Followed: 1. Launched the Chrome Browser with Voice Assistant on. 2. Navigated to the URL: http://news.naver.com/ 3. Navigate to the second tab. 4. Tap on one of the news section, observe focus ring is correctly drawing. 5 Using two finger swipe the screen to move to next tab. 6 Try to tap on individual link, observe some of the link are properly getting selected, but when tapping on some other links, instead of selecting the target link, it selects the entire page. Chrome versions tested: 59.0.3030.0, 63.0.3239.83(Stable), 65.0.3292.0(Canary) OS: Android 7.1.1 Android Devices: SM-N950F Build/NMF26X This seems to be a Non-Regression issue as same behavior is seen since M59.
