[cs.chromium.org] crbug.com (not just http://crbug.com) should be linkified

In code comments, http://crbug.com appears as a link (https://cs.chromium.org/chromium/src/.gn?q=crbug.com&sq=package:chromium&l=54&dr=C), while crbug.com doesn't (https://cs.chromium.org/chromium/src/BUILD.gn?q=crbug.com&sq=package:chromium&l=63&dr=C)

It would be nice to recognize this pattern (and maybe others, e.g. crrev.com) and create a https link out of it.
