video_PowerConsumption failed from between 10172.0.0 and 10176.0.0

The test was failed probably because of crosreview.com/792471.

Since all the arms and old intel devices don't have rdmsr, we cannot run the test on them.
If you guess you will take some time to fix, please revert the above CL at first.
I would like to remark the CL was landed on M64 branch, the fix/revert CL needs to be landed not only M65, also on M64.

video_PowerConsumption: fix for rapl support

As arms and older intel devices does not support rdmsr, only
add rapl power measurement to the test if we support it.
