Properties clientWidth, offsetWidth and scrollWidth return 0 for <col> element

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

Steps to reproduce the problem:
1. <colgroup><col id="col1" width="135px"></colgroup>
2. javascript: console.log(document.getElementById("col1").offsetWidth)
3. 

What is the expected behavior?

What went wrong?
Propertie value = 0 in Chrome

Did this work before? N/A 

Chrome version: 63.0.3239.84  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version:
 
Same in Linux 64 Chrome 63

Status: WontFix (was: Unconfirmed)
<colgroup> and <col> do not correspond with a rendered element and thus has no geometry. This is by design.
