Feature request - Expand storage quota with user opt-in

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

Steps to reproduce the problem:
Try to save a non-trivial amount of data to indexedDb and you will quickly hit immovable storage quota limits that can cause data loss.

What is the expected behavior?

What went wrong?
Requesting additional disk space allotted to an applications storage quota isn't possible.

Did this work before? N/A 

Does this work in other browsers? No
 Now that it is possible to record audio and video using browser apis, extra storage quota space is needed more than ever.  However, there is no way to expand the storage quota even with the explicit permission of the user who owns the device. 

Chrome version: 63.0.3239.84  Channel: stable
OS Version: OS X 10.12.6
Flash Version: 

Currently you need to have 20+ GB free to have a hope of having even a 2GB quota for recording purposes.  Many users have much less free space available.

Mobile devices are impossible to count on for saving any non-trivial amount of data since the are already quite limited in space.  Yet most users of these types of applications prefer to use mobile and would gladly opt-in to expanding the quota if possible.

We're investigating ways to safely increase the storage available to origins, through heuristics and additional UI.

Prompts are not viable/sufficient as the majority of users won't understand what is being asked and without additional UI to help the user manage a mostly-full device the user would easily get into a bad state.

But, as noted, we're thinking of what we can do here and hope to spend engineering time here in 2018.
