Implementation of let keyword

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. let a ="hey";
{
    console.log(a);
    a ="hi";
}

What is the expected behavior?
It should print the value hey only to console.

What went wrong?
Both hey and hi are printed to console.

Did this work before? No 

Chrome version: 62.0.3202.94  Channel: n/a
OS Version: 6.3
Flash Version: 

Please let me know if this is expected behaviour

Status: WontFix (was: Unconfirmed)
Hmm, the first "hey" is from console.log(a), and the second "hi"
is the result of evaluating the whole JavaScript code.
So this is not a problem.
