Are there any other browser_tests failing with surface-sync turned on? Because it looks related to that. (DelegatedFrameHost not calling SetShowPrimarySurface() before calling SetFallbackSurfaceId())

Only a subset of browser tests are currently running with surface sync enabled. I'm hoping that will grow once surface sync is on by default for viz as well. This is weird because WasResized should be called before OnFirstSurfaceActivation. I'll investigate, I suppose. This might be a weird Mus oddity or it might be surface sync issue, not sure really.

It could very well be mus-related too (maybe it's not setting up the window visibility or something else correctly). I am happy to look into it if that's what's happening.
