"GP services error" Android notification after opening every help page

Issue description

Steps to reproduce the problem:
1. open menu
2. click Help & feedback

or

1. in the browser without opened new tabs with new interface (URL on the screen bottom) click "+" button for opening new tab
2. click on the hamburger icon in the right side of "Search or type URL"
3. click Help & feedback

What is the expected behavior?
No errors 

and 

help is opened

What went wrong?
"Google Play services error / Chrome Canary is having trouble with Google Play Services" system notification 

and 

help is opened

Did this work before? Yes dev 64.0.3282.12

Chrome version: 65.0.3288.3  Channel: canary
OS Version: 7
Flash Version: 

Android 7, Galaxy S7, Google Play Services 11.9.51

the same happens, when you will go into Settings and click "?" icon

Tested the issue in Android and could not reproduce the issue. Able to Navigate to feedback page.

Steps Followed:
1. Launched Chrome Browser.
2. Clicked on Help & feedback
3. Able to Navigate to feedback page.

Chrome versions tested:
65.0.3288.3

OS
Android 7.0.0

Android Devices
7.0.0; SM-J710F Build/NRD90M

@marcin: This look's like a issue with, could you please check your Play app settings and update?

You have all necessary versions in #0, all versions are also up to date (which I believe can be checked inside Google)

Can you please confirm is it the same with the latest version #65.0.3316.0? If so try disable and enable the PlayStore app from settings>> apps and update?

This issue seems to be triaged from dev end as it's not reproducible from TE end. Hence

Same issue on 65.0.3325.109
Android 6.0.1

Play services' Camera, Microphone, and Location permissions are blocked which may have something to do with it.

I can confirm this error appears in Version 68.0.3440.85 if the Google Play Services app is denied Microphone permission in Android 7.0, and that the error is resolved immediately after restoring Microphone permission and dismissing the notification.
