Seeing a moderate increase in User Reports from M62 devices where YouTube is repeatedly freezing or suddenly stopping playback

The main YouTube issue on M64 should have been fixed with  crbug.com/788284 , but even excluding those reports, we are still seeing a moderate increase in reports about YouTube and Video playback issues in November.
