PDF data doubles in size when sent to JS

Issue description

To send jobs to cloud print, we send the PDF data in the resolution of the "print" javascript callback in PrintPreviewHandler::SendCloudPrintJob(). This ultimately calls WebUI::GetJavascriptCall() which doubles the size of the PDF by converting the data from UTF8 to UTF16, see https://cs.chromium.org/chromium/src/content/browser/webui/web_ui_impl.cc?l=74 

Because of this, PDFs printed to GCP are limited to half the server side size limit of 80MB.
