PDF data doubles in size when sent to JS |

Issue descriptionTo send jobs to cloud print, we send the PDF data in the resolution of the "print" javascript callback in PrintPreviewHandler::SendCloudPrintJob(). This ultimately calls WebUI::GetJavascriptCall() which doubles the size of the PDF by converting the data from UTF8 to UTF16, see https://cs.chromium.org/chromium/src/content/browser/webui/web_ui_impl.cc?l=74 Because of this, PDFs printed to GCP are limited to half the server side size limit of 80MB.
