GDrive link (MP4 58MB): https://drive.google.com/open?id=12BQM_jwW4fmStyrPaaOamJeF2hnXmNIZ While using URL http://chromium.clients.arcfield.com/mobile/ As you can see, after replacing the page's content with HTML via document.write() at ~00:00:20, the page scrolls (but not all the way) yet panning left to right is unavailable.

In Chrome 56, panning works and scrolling goes all the way to the top and bottom of the page after the document.write().
