Blank login screen on chromeos |

Issue description1) Start chrome --login-manager in any ash configuration: classic, mus or mash. 2) Go through the initial flow until it asks for an account name 3) Notice that right after the login prompt is shown, it immediately goes blank. This log output may or may not be relevant but happens roughly at the time as the screen goes blank. I've done a bisect to https://chromium-review.googlesource.com/c/chromium/src/+/772779. I've verified that reverting this locally fixes the problem.

Revert is in CQ: https://chromium-review.googlesource.com/c/chromium/src/+/817372 For Stephen: You can reproduce this by doing a local chromeos build (gn flags: target_os="chromeos") and then running `./out/build/chrome --login-manager`. If you don't specify --login-manager, these developer builds go straight to the ash desktop instead of showing the login expereince. (You can also repro this on device, but that's a lot more work.)
