Can't stop search bar suggestion.

PRIVACY ISSUE
Chrome search/address bar always show suggestion from history and bookmarks, even if "Use a prediction service to help complete searches and URLSs typed in the address bar" has been set to OFF.

VERSION:

Chrome Version: 62.0.3202.94 (Official Build) (64-bit)
Operating System: Mac OS X

REPRODUCTION STEPS

go to settings and find "Use a prediction service to help complete searches and URLSs typed in the address bar", turn it off. Then if you type any single letter into the address bar, you still get entries from browse history showing up in suggestion. Clear history will work, but new browsing activities will show up again, even if the mentioned option stays at "OFF".

The "prediction service" is a service that comes over the web.

The browsing history suggestions come locally; they are provided without help from a server, without sending any data over the internet.  That's why those still work with the "prediction service" disabled.  (I agree that the text is confusing.  At least the Chrome privacy whitepaper is clear this stuff:

Adding an option to disable suggestions entirely is  bug 91378 .
