Unified Desktop: Define correct shelf behavior

Issue description

Currently the shelf is limited to the upper left display in the Unified Display matrix.

This results in an ugly bug when the shelf alignment is set to right, the display working area is reduced by the shelf height, see attached screenshot. There are similar oddness in left alignment (entire left display column below top display will have an empty unusable space on the left), as well as bottom alignment (bottom part of the entire bottom display row will be empty and unusable).

We need to think about the shelf behavior:

- What does it mean for the shelf to overlap windows like the screenshot?

- As a single unified display, does it make sense from the perspective of the shelf to treat the entire matrix as a single display, and therefore:
   - If alignment is bottom, it occupies the entire bottom row of the matrix.
   - If alignment is left, it occupies the entire left column of the matrix.
   - Similarly for right alignment.

Assigning to Olga to think about this from a PM, UX perspective.
