Browser moves on its own on website that popups facebook window for login

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1.Go to https://www.quora.com
2. Click on continue on facebook.
3. OR
4.Go to https://www.hackerearth.com/
5. Clock on Start with facebook.

What is the expected behavior?
The popup facebook login window should stay at its place.

What went wrong?
The popup facebook login window keeps on moving to the right untill it reaches the end of the screen.

Did this work before? N/A 

Chrome version: 62.0.3202.94  Channel: n/a
OS Version: 4.14.3-1-ARCH

I am on antergos XFCE. When the panel is horizontal the window keeps on moving to the right;when its vertical the screen shakes like this https://imgur.com/a/68yDf. Even on a live antergos usb on gnome the screen shakes. It only happens with websites that popups a new  window for facebook login. However when i used an extension like scriptsafe(chromium) on the website that uses facebook login it blocks these four scripts https://imgur.com/a/Vjlr5. After blocking these scripts the browser stays on its position and does not move at all.It stays at its position untill staticxx.facebook.com loads so i guess that's the problem not sure.

The Flash Version is 27.0.0.187. I have tried three browser opera Version:-27.0.0.187, Firefox Version:- 57.0.1 and chrome out of which only on firefox this issue does not happen. Also even when there are two facebook windows they would still move.

"Unable to reproduce the issue on the reported chrome version 62.0.3202.94 and on the latest stable 63.0.3239.84 using Ubuntu 14.04, windows 10 and Mac 10.13.1 with the below mentioned steps.
1. Launched Chrome 
2. Navigated to https://www.quora.com
3. Opened www.facebook.com
We are able to see the facebook pop-up staying at the static place and it didn't move towards right side of the page. Attaching the screen cast of the same.

@Reporter: Could you please have a look at the screen cast and let us know if we have missed any steps in reproducing the issue. Please check the same by creating a new profile with out any extensions and apps.

You have to click on continue with facebook on quora not open a seperate window of facebook to login. Here i am reproducing the bug.

This bug is fixed in Chromium 63.0.3239.84. Thanks
