Regression: Unwanted down arrow with close settings tooltip is seen when clicked on Notifications icon in lock screen

Chrome Version: 64.0.3282.14/10176.7.0 dev channel Kip,Reks,Daisy
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Lock the screen
(2)Click on Notifications icon and observe

Actual: Unwanted down arrow with close settings tooltip is seen
Expected: No such icon should be seen

This is a Regression issue as same is working fine in 64.0.3271.0/10139.0 dev

NOTE: Issue is not seen on Linux and Windows
