Issue descriptionSteps to reproduce the problem: 1.Go to settings > App&Notifications > App info > Chrome 2. Check App notifications. 3. Change system language,for example,change to Chinese. 4.Go to settings > App&Notifications > App info > Chrome 5.Check App notifications.the strings were not translated. What is the expected behavior? CHeck App notifications.the strings translation successfully. What went wrong? CHeck App notifications.the strings translation failed. Did this work before? Tested on Nexus 6P Android 8.1.0 Build/OPM1.171019 and not able to reproduce the issue. Attached screenshot for reference. @chengwl2016 -- Could you please update your Chrome to latest Stable #63.0.3239.83 and reboot your your device if the issue is still reproduced. If the issue is still reproduced, please provide your device details and device's build details. This would help us in further triaging the issue. Thanks in advance.
