Regression: Permalink appears outside layers frame in devtools.

Issue description

Chrome Version: 65.0.3288.0 (Official Build) 25b7dd1729eebe969f4bfd358babec31b96589ca-refs/heads/master@{#522666}(64-bit)

OS: Mac(10.12.6 - Retina specific).

Steps to reproduce:
1. Launch chrome, open devtools on chrome://gpu.
2. Click on Customize and control... icon and go to More tools > Layers.
3. Observe devtools window.

Actual Result: Permalink appears outside layers frame in devtools.
Expected Result: Permalink should not appear outside layers frame in devtools.

This is regression issue broken in ‘M-64’ and and below is the bisect info

Using the per-revision bisect providing the bisect results,
Good Build:64.0.3245.0(Revision:510271)
Bad Build:64.0.3246.0(Revision:510623)

You are probably looking for a change made after 510567 (known good), but no later than 510568 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

I don't see why this is an issue. The behavior of the page is as expected - the long url becomes horizontally scrollable when the page is too narrow to display it.

Note this can be reproduced on non-hidpi machines by just using the responsive design tool and emulating a hidpi display (e.g. Nexus 5X).

Please reopen if I'm not understanding the bug report.
