"process-per-tab" command line argument no longer works in chrome

Steps to reproduce the problem:
1.Start with the argument "--process-per-tab"
2.Load websites on different domains in the same tab 

What is the expected behavior?
It should reuse same process for tab.

What went wrong?
Different renderers are getting created for every new website opened in same tab. 

Did this work before? Yes 59.0.3071.0

Chrome version: 62.0.3202.84  Channel: n/a
OS Version: 7.0

For different domains in same tab chromium 59 reuses the renderer with "--process-per-tab" enabled.
