Precondition:Enabled ‘Force UI direction’ flag from chrome://flags.

Steps to reproduce:
1.Launch Chrome and go to chrome://apps
2.observe chrome text and chrome logo.

Actual Result: Chrome text is seen chopped and chrome logo is missing on chrome://apps page 
Expected Result:Chrome text and logo should be seen properly.

This is a regression issue, broken in M-61 series, Using the per-revision bisect providing the bisect results,

Good Build: 61.0.3121.0
Bad Build: 61.0.3122.0

You are probably looking for a change made after 477063 (known good), but no later than 477064 (first known bad).
