Incoming policy for manually pre-configured network does not AutoConnect if "AllowOnlyPolicyNetworksToAutoconnect": false

Tested on Chrome M-63.

Pre-requisites:
Wifi network X exists.

- Deliver Device ONC policy without network X
- Connect to network X manually on sign-in screen
- Deliver Deivce ONC policy with network X (PSK), "AutoConnect": true, and the following global flags:
   "GlobalNetworkConfiguration": {
      "AllowOnlyPolicyNetworksToAutoconnect": false,
      "AllowOnlyPolicyNetworksToConnect": false
   },
- Reboot device

Result: The device does not auto-connect to network X.

Hrm, I can't seem to be able to repro anymore, maybe I hit some other issue yesterday or got confused.
I'll try a few more times with different values.
