Inability to type in the new tab page search bar in full screen mode.

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
1. Open the new tab page.
2. Enter full screen mode (F11)
3. Try to type something in the search bar.
4. Nothing appears in the search bar.

What is the expected behavior?
Whatever the user types should appear in the search bar

What went wrong?
By default in the new tab page, whatever the user types appears in the URL bar, while in the full screen mode there is no URL bar and so when user types something in the central search bar, nothing appears.

Yep, it's a very bad UX, already reported in issue 676532.
