What steps will reproduce the problem?
(1) Try to navigate to any URL by entering the URL in the omnibox.
(2) Perform key board action "Enter/Return".

What is the expected result?
URL should be visible to the user.

What happens instead?
URL is not seen to the user for some time, till the page starts loading.

You are probably looking for a change made after 521358 (known good), but no later than 521359 (first known bad).
