Yellow search bubbles cover content

Google Chrome	63.0.3239.84 (Official Build) (64-bit)
OS: Linux

What steps will reproduce the problem?
(1) Load chrome://settings
(2) Search for "cookies"

What is the expected result?
I can read the text "Clear browsing data"

What happens instead?
The yellow callout bubble that says "cookies" covers content underneath it.

Oh, just saw that you can hover over the callout to get it to move out of the way. That was not obvious to me at all though.
