Frozen touchpad cursor on sign-in screen (samus) |

Issue descriptionChrome Version: 63.0.3239.70 OS: Chrome (10032.59.0) Google_Samus.6300.174.0 Occasionally after booting the device, the touchpad cursor is unresponsive at the sign-in screen. When the touchpad is pressed, the cursor is shown at the center of the screen. The cursor can't be moved. It's the default mouse cursor. The device will still respond to keyboard input, so you can tab around to a user pod and sign in. I know this has been a perennial bug but I couldn't find any open issue for it. I'm slowly finding more reliable repro steps. If we don't have an existing bug for this with detailed steps, I'll try to discern the precise incantations that lead to this state. Jacob: do you know if there's a bug or more progress on this issue anywhere? If not, assign back to me and I'll work on the repro steps.

I don't really know what to say -- it happens to be sometimes, but I haven't actually found an exact timing or sequence that triggers it.
