Any particular reason? This doesn't strike me as something we'll need to Finch.

I originally suggested filing this bug to Scott, assuming that we wanted to do an experiment, like 50% enabled -50% control/disabled on the same channel. If that's not the case, then I agree there is no need to convert to a finch flag. Having said that, Finch gives the ability to rollback a feature on Stable/Beta, without having to modify Chrome itself, which I assume is useful, if something is unexpectedly broken.

My suspicion is that Finch will be unnecessary for this. Kill switches are always nice, but I don't think this will necessarily require one. I'd say we hold off on this unless we think of a reason we need it. But, just my $0.02.
