Mac (Views and Cocoa): Can't insert emoji into bubble/popover textfields (bubble dismisses when emoji popup appears)

Chrome Version       : 65.0.3287.0
OS Version: OS X 10.12.6

What steps will reproduce the problem?
1. Click the bookmark star
2. Press Cmd+Ctrl+Space to summon the Emoji & Symbols popup

What is the expected result?

Bubble stays open. Can insert emoji into the bookmark name.


What happens instead of that?

Bubble disappears when it loses focus. Emoji popup still appears, but it's not attached to anything.


(maybe the touchbar will save us...)
