When OfflinePagePreview is active, populate that fact in PreviewsUserData

As follow-up to setting committed PreviewsType in PreviewsUserData
on the URLRequest for LitePage/LoFi/NoScript (in 807305), also set
it for OffinePagePreview when that decision is made.

This made allow the special OfflinePagePreviews detection code
in PreviewsInfoBarTabHelper to be removed.

I like this idea, but I think s13n will quickly deprecate it. I'd like to wait for previews and offline pages s13n to evaluate how we will continue to pass information around.
