Video seeking does not work in PWA (Progressive Web App) and it's stops the playback when I try to seek

Issue descriptionSteps to reproduce the problem: 1. Open pwa with videos 2. Try to seek the video 3. Video will freeze , playback will stop. What is the expected behavior? I expect to see that the video will play normally from the point that I choose in the player, like it works through the web browser. What went wrong? html5 video player seeking does not work in PWA (Progressive Web App) as standalone APP. Video playback stops when I try to seek to another point in the video. Tested on Android. When you accessing to the Web Page via Chrome browser it's working fine. I can't cache the videos via the service worker like I do cache the offline page because they are big 300MB- 1GB. Did this work before? No Does this work in other browsers? N/A Chrome version: 62.0.3202.84 Channel: stable OS Version: 8.0.0 Flash Version: My website has a lot of videos, and It's very important for me that my visitors will be able to use the video seeking without any problem.

@tmzone: Thanks for the report!! Could you please confirm is this a issue with Chrome app? if so please help us with the app your'e facing the issue, details of your device and if possible attach a screencast as well. That would help us in triaging the issue. Thanks!!
