I can see the issue on Linux.
Shows with page zoom 125% or 175% on Linux.

Unable to reproduce at any zoom level on either Windows or Linux.
This should be re opened, I just tried this on several different Windows 10 laptops and could reproduce on all of them. Chrome stable v63.0.3239.132 (64-bit). You must have a Twitter account and sign-in in order to reproduce the bug. It does change depending on page zoom level, for example, on my personal laptop the glitch is present at 100% and 110% zoom, but not at 125% or 90%. My system scaling (Windows 10's, not Chrome's) is 175%

Unable to reproduce at either 100, 150, 175, or 200 system scaling at any zoom level. Your twitter header also looks slightly different than it does for me, do you have any extensions installed?
No extensions, maybe twitter is rolling out different versions of the site? I’m on normal ‘desktop’ twitter.com, not mobile.twitter.com

Still can't reproduce but I see what's going on, the height of the item is rounded (46 * 1.75 to 81 rather than floored down to 80 as it was before) and the twitter design depends on the old behavior to hide the bottom border.

I just cleared all browsing data and tried it again with 2 different accounts, it changes depending on the users highlight/theme color (green arrows pointing to the glitch)

Thanks for the details and your patience.

Found one machine where I could reproduce it. Sadly this is something that needs to be changed on twitters end as they depend on the height being floored rather than rounded. We can't change our behavior without breaking other sites.
