WebglConformance_deqp_functional_gles3_shadercommonfunction Failing on Linux NVIDIA with the passthrough command decoder

gpu_tests.webgl_conformance_integration_test.WebGLConformanceIntegrationTest.WebglConformance_deqp_functional_gles3_shadercommonfunction is failing consistantly on Linux OpenGL NVIDIA + Passthrough command decoder.

Example failure: https://ci.chromium.org/buildbot/tryserver.chromium.angle/linux_angle_rel_ng/7790

Failures are int the common.abs.float_lowp_vertex subtest.
