Incognito privacy logic should be refactored out of chrome_metrics_service_client.cc.

Right now, the logic is mixed with lots of other things unrelated to Incognito handling. This makes it hard to follow and audit correctness of.

We should refactor it so that it is encapsulated in a helper class.
