Opening the notification dialog takes priority of the keyboard

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 9901.77.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.97 Safari/537.36 Steps to reproduce the problem: 1. Open Notification Dialog 2. Hit the Search Button 3. Start Typing What is the expected behavior? Text appears in the search bar What went wrong? Typing doesn't do anything Did this work before? No Chrome version: 62.0.3202.97 Channel: stable OS Version: 9901.77.0 Flash Version: Shockwave Flash 27.0 r0 Maybe just do the same thing with Quick Settings, where it fades out and you can type in the search bar.
