Issue descriptionReporting should move to the Background Sync permission for verifying that origins are allowed to send data (including out of band reports) in the background.

Also, consider whether we should be checking against the origin that originated the report, the origin that's receiving the report, or both -- it may be useful for users to be able to block reports going to an analytics provider whose privacy policy isn't great.
