Blaze HP 14 G3 black screen after update from 59 to 62

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36
Platform: 9460.60.0

Steps to reproduce the problem:
1. Recover to v59
2. Upgrade to latest 62.0.3202.97
3. Display is blank

What is the expected behavior?
For it to display as normal

What went wrong?
Same as previous  bug 706535  that was seemingly fixed but has returned. 

Did this work before? Yes 59
