Media Controls: Missing closed captions disabled icon

For the new media controls there is no material icon for closed captions disabled. I have attached the previous one but we cannot use it since it is not in SVG format.

It was my understanding that we wouldn't use a disabled CC icon for the new controls because the CC icon would only be in the overflow menu and the menu would be stateless. Is this no longer the case?
