RTCPeerConnection: GC tests including remote tracks

Add test coverage for garbage collecting a peer connection that has remote streams and tracks.

On ~RTCPeerConnectionHandler track/stream adapter maps are destroyed, we should verify this doesn't cause any object/observer to do something that is not allowed to be done while the GC is collecting garbage.

Still seems like a good idea to have test coverage, but very low priority.
