Allow devtools extensions to intercept CTRL + W and CTRL + Tab events

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
At the moment, when a devtools panel has the focus and user hits CTRL + W or CTRL + Tab, that action does native thing, that is to close the tab and cycle tabs.

There is no way intercept those events.

I'm making a devtools extension, kind of like existing Sources panel, and would love to give the users the key bindings they are used to in typical text editors.

Of course when that devtools panel has the focus.

What is the expected behavior?

Status: WontFix (was: Unconfirmed)
DevTools currently doesn't have ability to override those bindings, so we're not able to expose the same to extensions.

(We face the same challenge with closing files in the sources panel)

I'd recommend going with different bindings. Apologies
