Invisible system dialog window for file save place.

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. Create window with window.open ($window), set for created $window onbeforeunload callback for setTimeout($window.close, 100)
2. set url for $window for file download link(header: content-type: application/text)
3. 

What is the expected behavior?
Dialog window with file browser appear or closing. Browser works normaly 

What went wrong?
Mouse clicks on browser(all elements: close buttons, tabs, etc) not working.
When hovering on some parts of browser, I see tooltips from system file browsere.
When I clicking on browser right corner (where should be save button from system filesave window) - file start saving to disk and all continue work normally

Did this work before? N/A 

Chrome version: 62.0.3202.94  Channel: n/a
OS Version: Linux xps 4.13.12-1-ARCH #1 SMP PREEMPT Wed Nov 8 11:54:06 CET 2017 x86_64 GNU/Linux

Unable to reproduce this issue on reported version 62.0.3202.94 using Ubuntu 14.04 with steps mentioned below. Attaching screencast for reference.

1.  In terminal used php -S localhost:8080 to start server.
2. In chrome navigated http://localhost:8080/# and observed no tooltips.
3. Clicked on Open popup and in opened window also didn't observe any tooltips and file downloaded successfully.

@Reporter: Could you please check the video and let us know if we miss anything. This would help in further triaging of the issue.
