Background text “You’ve gone in incognito” text is read when drop down suggestions are displayed.

Issue description

App Version: 64.0.3282.14 beta
iOS Version:10.3.3, 11.0.1
Device : iPhone

Precondition :
1- Enable voice over from device settings

Steps to reproduce : 
1. Launch chrome .
2. Tap on Menu > Tap on incognito mode
3. Enter any query in omnibox which shows the search suggestions
4. Scroll the voiceover cursor .
 
Observed results:
Background text “You’ve gone in incognito” text is heard

Expected results:
Background text should not be heard, cursor should be navigated to suggestions.

Number of times you were able to reproduce: 5/5 
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: Working Fine
Bug reproducible on Dolphin/Safari/Firefox: Safari : NA
Bug reproducible on current stable build (App Version, iOS Version): Yes in M62 and M63
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes in M64
