[Missing Tests] : DCHECK hit in DnsConfigServiceWin in some tests

Automated tests for the below commit have been missing.Would it be possible to add test coverage to avoid regressions in future?

Having a unit test that runs CloudPrintServiceProcessMain() to make sure it doesn't crash is definitely interesting, but out of the scope of my current work.
