What steps will reproduce the problem?
(1)Sign into User -> Save 3-4 pages('Download' icon is seen at 'Notifications'),take screenshot('Screenshot' icon is seen at 'Notifications'), download any file/image  until '+1' is seen at notifications
(2)Now hover mouse at '+1' at notifications and observe for Tool tip (Please refer video and Screenshot)

Note : 
1.Hover mouse at 'Download' icon,'Screenshot' icon and observe  'Notifications' Tool tip is seen
2. Issue is seen on latest M-65 also


Expected:  At notifications on hovering mouse at '+1' 'Notifications' Tool tip should be seen
Actual: Instead on hovering mouse at '+1' 'Notifications' Tool tip is seen missing

This is Non-Regression issue seen as 'Notifications' Tool tip is introduced from M-63
