Regression: Unnecessary blue focus(Tab Focus) should not be seen on 'Previous menu' option i.e. on back arrow on enabling 'ChromeVox(spoken feedback)'

Issue description

Chrome Version:  63.0.3239.85/10032.68.0 beta Candy,Reks and Daisy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Now at Uber Tray go to'Accessibility' -> Select 'ChromeVox(spoken feedback)'
(2)Observe unnecessary blue focus(Tab Focus) is seen on 'Previous menu' option i.e. on back arrow at 'Accessibility'
(3)Disable 'ChromeVox(spoken feedback)' option and observe blue focus(Tab Focus) is seen on 'Previous menu' (Please refer video and screenshot)

Expected: Unnecessary blue focus(Tab Focus) should not be seen on 'Previous menu' option i.e. on back arrow on enabling 'ChromeVox(spoken feedback)'
Actual: Instead  unnecessary blue focus(Tab Focus) is seen on 'Previous menu' option i.e. on back arrow at 'Accessibility'

This is Regression issue as same is working fine in M-60

@tbuckley: Please confirm the issue

Note : Issue is seen on latest M-65 also

This only appears to happen when enabling Chromevox.

@dmazzoni, are you aware of anything that could have caused this?
