Regression:Unwanted flickering is seen on chrome://extensions page.

Issue descriptionChrome Version: 64.0.3282.14 (Official Build) a6760eb77179ae79c288db9eaa47f8468f1ff7fb-refs/branch-heads/3282@{#67}(64-bit) OS:Mac(10.13.2) Precondition:Enabled 'Enable Material Design extensions' flag from chrome://flags. Test URL:https://chrome.google.com/webstore/detail/momentum/laookkfknpbbblfpciffpaejjkokdgca/related?utm_source=chrome-ntp-icon Steps to reproduce: 1.Launch Chrome and go to above Test URL and install extension. 2.Go to chrome://extensions/?id=laookkfknpbbblfpciffpaejjkokdgca URL and click on developer mode. 3.Now click on ‘Allow in incognito’ button 3-4 times and observe. Actual Result:Unwanted flickering is seen while clicking on ‘allow in incognito’ button on chrome://extensions page. Expected Result:Flickering should not be seen while clicking on ‘allow in incognito’ button on chrome://extensions page. This is a regression issue, broken in M-59 series, Using the per-revision bisect providing the bisect results, Good Build: 59.0.3032.0 Bad Build: 59.0.3033.0 You are probably looking for a change made after 454986 (known good), but no later than 454987 (first known bad). Clarifying the above comments. ***This issue is reproducible on Mac OS X 10.13.2 besides Win 7/8/10. and worth to note, it's not reproducible on other OS X platforms except 10.13.2***
