Precondition:Enabled 'Enable Material Design extensions' flag from chrome://flags.

Steps to reproduce:
1.Launch Chrome and go to above Test URL and install extension.
2.Go to chrome://extensions/?id=laookkfknpbbblfpciffpaejjkokdgca URL and click on developer mode.
3.Now click on ‘Allow in incognito’ button 3-4 times and observe.

Actual Result:Unwanted flickering is seen while clicking on ‘allow in incognito’ button on chrome://extensions page. 
Expected Result:Flickering should not be seen while clicking on ‘allow in incognito’ button on chrome://extensions page. 

This is a regression issue, broken in M-59 series, Using the per-revision bisect providing the bisect results,

Good Build: 59.0.3032.0
Bad Build: 59.0.3033.0

You are probably looking for a change made after 454986 (known good), but no later than 454987 (first known bad).
