Regression:Localization is not applied for 'search flags' text after changing browser language to french.

Issue descriptionChrome Version: 64.0.3282.14(Official Build) a6760eb77179ae79c288db9eaa47f8468f1ff7fb-refs/branch-heads/3282@{#67} (32/64 Bit) OS:Windows (7,8,10) What steps will reproduce the problem? (1)Launch chrome login with valid credentials, navigate to chrome://settings/ > Languages and select 'French' language from 'Add languages' list. (2)Click on iron icon of french language and click on 'display google chrome...' > relaunch (3)Now navigate to chrome://flags/ and observe 'search flags' text. Actual: Localization is not applied for 'search flags' text after changing browser language to french. Expected: Localization should be applied for 'search flags' text after changing browser language to french. This is a regression issue broken in 'M64' and will soon update other info

Note: Tested above issue on 64.0.3282.15(PGO) build and issue is reproducible.

Localisation does not happen on the Chrome://flags page as it's not a end user facing page. |
