Google+ logo appears chopped in dev tools.

Version: 64.0.3282.14 a6760eb77179ae79c288db9eaa47f8468f1ff7fb-refs/branch-heads/3282@{#67}(32/64 bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, navigate to the link "https://plus.google.com/" and Sign in.
2. Open dev tools , Click on "toggle device toolbar" icon.
3. Choose "Galaxy S5" device  and then click on Rotate icon to get the landscape view and observe.

Actual: The "Google+" logo appears chopped.
Expected: The "Google+" logo should not appear chopped.

This is n Non-Regression issue seen from M-46(46.0.2455.0).

Note: Issue is not reproducible on Mac.

Update: 
Checked the above issue on 64.0.3282.15(PGO) build and it is reproducible.
