Merge to M64: New remote clock estimation in WebRTC

Issue description

This is a feature which only affects metrics and doesn't directly affect user at all.

In this fix bunch of smoothing filters are added to RTT and packet delays measurements to make remote clock estimation in WebRTC more robust.

Landed in chrome here: https://chromium.googlesource.com/chromium/src/+/bc270e07bb2dbe164ed81dc6bd1bc81eed7493e4

which made it to the 65.0.3286.0
